In 2023, only 22% of low-income third graders in Rhode Island met expectations for reading on the state’s annual assessment, compared with 52% of higher income third graders. Statistics show students who are not reading at grade level by the third grade will struggle academically and are four times more likely to drop out of high school than their proficient peers.
